Data Validation Issues in Excel 2016

Hi everyone,

 

I am fcaing  an issue with the 'Data Validation' feature in Excel 2016. When I apply data validation rules to a range of cells; the rules sometimes seem to be applied inconsistently. For example;  some cells accept values that should be restricted according to the validation rules I have set up.

 

I have referred https://support.microsoft.com/en-us/office/data-validation-overview-3eebc2d0-6d09-44c0-bb10-5a7e947539e7tensorflow documentation guide but still need help . 

Has anyone else faced  this problem? If yes; what steps did you take to resolve it?

Any advice would be greatly appreciated!
