Where does the removed attachment go?

Hello all,

I was hoping to find some official Microsoft Doc that described this but I cannot. I saw the posts here on the Outlook Temporary Folder and that is where Outlook saves attachments. But, what happens when you "remove" the attachment from the email message? Is it a permanent deletion or is the file saved in the Temporary Folder? How come it doesn't end up in my Recycle Bin? Thanks in advance.
