Slow to start and to finish windows 7

Dear fellows,

 

I have a notebook running on Windows 7, and it is a sin to wait for it to start and also, once you have finished, it takes more than 10 minutes to completely close.

 

Please, is there any way to quicken the start and the close of a notebook with windows 7?

Is this a personal computer at home or work? You might have things running at shutdown slow it down.?
