  1. The reason behind this is simple and a combination of two possible scenarios or both. AT&T realizes that a lot of users are trying to "cheat" by internet phone apps instead of paying for more minutes. This puts AT&T at a loss from their standpoint. This and with the current demand for the internet on smartphones to be as fast as home broadband, networks are still trying to keep up.
