unable to open virtual disk management

unable to open virtual disk management

I find i couldn't open or see virtual disk management from the right click mangement in start menu and from the disk mangement? why? how to solve it? what happen if I am unable to open this mangement? in general, I find I could't use WMP to see movie and listen music etc, I can't play game as it auto close. my network is stopping or blocking
