Can I set up an Outlook email account without having to import an outside email account in order to use Outlook on my home PC? Thank you.

Yes. There is no need to import an account in order to get Outlook setup to use Email. That being said, what "exactly" is it your trying to do? Are you trying to access your email at work from your home computer? Or?
